You know a crock of liquid feces is about to fall on your head whenever a pundit or politician pulls that one out of the mothballs. Some quick googling shows that even conservative types have foolishly the phrase, so it isn't as if it's a partisan thing... it's just a marker that the speaker hasn't bothered to read the Forgotten Man, or any other useful book on the era.
