Radar studies of permanently shadowed craters on the lunar poles seem to
militate against the lunar ice hypothesis that had previously been advanced by the detection of hydrogen outgassing by the
Lunar Prospector. The results seem to be less authoritative than
some reports indicate, but it's a definite negative data-point. Since no country is currently plotting a colonization effort, China's
JFK-era campaign notwithstanding, I have to say that handwringing over setbacks to hypothetical lunar colonies is somewhat nonsensical.
